MINUTES OF PARISH COUNCIL MEETING
HELD ON MONDAY 12 SEPTEMBER 2016
IN MIDDLESMOOR VILLAGE HALL
1. PRESENT Cllr S. Ramsden;(Chairman) Cllr. D. Fothergill, , Cllr J. Graham; Cllr C. Lamb; Cllr A. Challis; Cllr J. Fort (NYCC)

2. APOLOGIES Cllr. J Carter; Cllr B. Harrison
3. DECLARATIONS OF INTEREST FOR AGENDA ITEMS Cllr Challis declared an interest in item C.
4. MINUTES OF LAST MEETING the minutes for 8 August 2016 were proposed by Cllr Lamb, seconded by Cllr
Fothergill and signed by Cllr Ramsden as a true and accurate copy, agreed by all Councillors present
5. MATTERS ARISING (a) Parish Clerk to write a letter to Sir Gary Verity,asking if it might be possible for the Tour De
Yorkshire too incorporate the road from Pateley Bridge up to Lofthouse, and on to Masham, via Tapping Hill, give copy to Cllr
Ramsden and Cllr Fothergill to verify. (b) Vacancy for a Parish Councillor, Chairman Cllr Ramsden welcomed Mr Peter Nethercoat
to the meeting to get an idea of how the Parish Council is run before making a decision. (c) Vacancy for Parish Clerk Chairman Cllr
Ramsden welcomed. Mrs Waugh who has applied for the vacancy and again attended the meeting this evening to get an idea of
how the Parish Council run. Cllr Ramsden said that 2 people have applied for the vacancy of Parish Clerk, both
have been interviewed and Cllr Ramsden. Cllr Fothergill and Cllr J. Carter will have a final discussion after Friday 14 September
2016. (d) Bank Mandate – Cllr S. Ramsden & Cllr A Challis are to have their names added to the Bank Mandate Cllr Fothergill has
the necessary forms, Anne Sowerby will complete this paper work and let the Parish Clerk have the paper work back for the files.
6. COUNCILLORS REPORTS – Cllr Fort (NYCC) reported that there is a new National Phoneline for all customers to contact 105
with when power-cuts occur. Cllr Fort also said the potholes would be repaired before Winter. Cllr Lumley (HBC) reported that the
week is Re-cycling week for the Borough. Everyone is urged to look at more ways that they can recycle their waste. The Deputy
Director for Highways Barry Mason will speak at the next Nidd Plus Meeting. Allerton Park the new Re-Cycling Centre is
expected to be in operation middle of 2017 The “District Development Plan” will be sent to Parish Council’s for Consultation
November/December 2016. Cllr Lamb would like to thank Highways for having Grange Road, Heathfield resurfacing, however
there is part of the road to finish due to not being able to get the equipment under the trees, the drains along Grange Lane have
been left blocked. Parish Clerk to contact Highways to have the drains unblocked as soon as possible because once it starts
raining the water will run on the road washing off the tarmac.
7. HIGHWAYS – Highways have been advised as to what repairs need carrying out on Stean Bridge, from the Bridges
Department NYCC and Highways have added Stean Bridge into their work schedule. Simon Foster, Engineer from Highways
visited Lofthouse, but could not find the “30” mph sign, Cllr Ramsden knows where the sign is and will leave near gate
where the sign needs putting up again. Parish Clerk to report that there are potholes opposite Stean Beck, farside of of
Studfold side. There is a blocked drain in Middlesmoor which takes the surface water to the west side of the road. Cllr
Carter noted that the hedges are over growing the signs on the side of the roads. Cllr Fort will take this issue up with NYCC
8. PLAYGROUNDS – Cllr Challis Reported that the new post has a large crack down it and the big gate won’t shut and
also stops the little gate from closing. The big gate needs re-hanging. The Caretaker has been working on the
Lofthouse Play area. Cllr Challis has taken photos and Cllr Ramsden will contact the Caretaker.
9. PARISH CARETAKER – Parish Clerk to contact Caretaker for a copy of Caretakers Insurance Liability.
10 MILLENNIUM MARQUEE – Cllr Fothergill gave Parish Clerk a cheque for £150.00 from for Norwood Social Club’s
booking. Lofthouse Cricket Club still to pay £100.00. The MM needs cleaning professionally and repairing. Cllr
Ramsden will make enquires.
11. PINFOLDS – Ramsgill and Middlesmoor are both o.k.
12. PLANNING –
(a) HBC PLANNING APPLICATION – DCPARISH 6.17.74.A.FUL 16/02667/FUL. For erection of workshop to replace
existing building. Adjacent outbuilding at 412358 471209 Bouthwaite, North Yorkshire. For Mr J. Robson. Councillors
agreed option “A” The parish Council has no objections.

form a dwelling and detached garden store (revised scheme). For Mr & Mrs Lambert, Gouthwaite Lodge, Wath

(c) HBC PLANNING APLICATION DCPARISH 6.28.22.K.FUL 16/03702/FUL For erection of single story extension to
rear elevation and demolition of existing storage extension. (Revised Scheme) For Mr S. Beer, How Stean Gorge,
Stean, Harrogate HG3 5SP. Councillors agreed with option “D” The Parish Council supports the application
