MINUTES OF PARISH COUNCIL MEETING
HELD ON MONDAY 8 AUGUST 2016 at 7.30 pm
IN LOFTHOUSE MEMORIAL HALL
Due to illness the Parish Clerk Mrs Sybil Whiting was unable to attend this meeting, and with the agreement of the Parish Councillors present, Alan Bean was allowed to work as replacement Parish Clerk as a one-off on behalf of Mrs Whiting at this meeting.
1. PRESENT Cllr S. Ramsden (Chairman); Cllr D. Fothergill; Cllr C. Lamb; Cllr J. Graham. Mr Alan Bean stood in for Parish Clerk Mrs Whiting due to her illness.

3. DECLARATIONS OF INTEREST ON THE AGENDA – None
4. MINUTES OF LAST MEETING Minutes for Parish Council Meeting held on Monday 11 July 2016, were
proposed by Cllr Fothergill. seconded by Cllr S. Ramsden and signed by Chairman Cllr Ramsden and agreed
by all Councillors present as a true and accurate copy.
5. MATTERS ARISING: The letter to Gary Verity to be discussed at the September meeting. Mr Alan Bean gave
an review on the Web-page,and it was agreed with a few minor alterations, that the website would be live on 9
August 2016. Any future meetings should also have a section dedicated to the Web-page 20 that anything
required adding or removing from the website. This will allow Councillors to keep the website up to date with
local events etc.
6. COUNCILLORS REPORTS: – None
7. HIGHWAYS – Cllr Ramsden asked the Parish Clerk to thank Highways for completing work on Grange Lane.
Although, still awaiting the Ramsgill work to be given a date. Clerk to chase. It was also noted that there may be
damage to the Bridge at Stean, it was believed the damage was caused by a large vehicle.
8. PLAYGROUNDS – After review it was noted that the repairs to the top slots on the wooden structure used as
goal posts have still not been repaired, although other work in the Lofthouse Play area has been completed.
Cllr Ramsden said he would remind the Caretaker about this, if it hasn’t been completed since the last
inspection.
9. PARISH CARETAKER – Parish Clerk to contact the Caretaker for a copy of his Liability Insurance for this
year’s Liability Insurance.
10. MILLENNIUM MARQUEE – Cllr Fothergill reported that there are a number of on-going issues with the
MM, from people paying for the erection of the MM, to the condition of the MM, which is now 16 years old. A
general report on the condition states that the MM is showing it’s age, with engrained dirt through use in the
fabric of the MM, it is also showing wear and tear on the stitching. A review on the MM to be discussed at a
later stage.

12. PLANNING – None.

PAYMENTS FOR APPROVAL The Laptop/Printer are to be purchased by Cllr Ramsden using his own cheque
and cheque card, with the invoice made out to UNPC, and then a cheque given back covering the exact amount
to Cllr Ramsden from the “Transparency Fund” this will not effect claiming the VAT back through the usual way.
The Parish Council are unable to purchase the Laptop//Printer cash, and are not permitted to operate a cheque
card. The defibrillator invoice to be paid at the next meeting.
Budget – end of year 2015/16 – To be discussed at the September 2016 PC meeting.
