MINUTES OF PARISH COUNCIL MEETING
HELD ON MONDAY 14 NOVEMBER 2016 at 7.30 pm
IN LOFTHOUSE MEMORIAL HALL

  1. PRESENT Cllr S. Ramsden (Chairman); Cllr D. Fothergill; Cllr C. Lamb; Cllr J. Graham. Cllr J. Carter; Cllr A Challis; Cllr S Lumley (HBC) Mrs S Whiting (Clerk), Mr P Nethercoat and Mr Alan Bean

  2. APOLOGIES Jack Graham, John Fort and Byron Harrison.

  3. DECLARATIONS OF INTEREST ON THE AGENDA – None

  4. MINUTES OF LAST MEETING Minutes for Parish Council Meeting held on Monday 10 October 2016, were proposed by Cllr S Ramsden. seconded by Cllr A. Challis and signed by Chairman Cllr Ramsden and agreed by all Councillors present as a true and accurate copy.

  5. MATTERS ARISING: Appointment of a new councillor. Cllr Peter Nethercoat and also a new Parish Clerk was appointed. Mr Alan Bean, to take over from today.

  6. COUNCILLORS REPORTS: – Parish consultation meeting. 70 attended – There were questions received prior to this meeting. Brief written answers are going to be provided regarding (District Development Plan) Parish boundaries. Village Boundaries (Not Farm Buildings) may see more ?? are expected in this area, so far. Most are in Pateley Bridge

  7. TELEPHONE BOXES :- Wath Lofthouse and Ramsgill are under threat of losing their phone boxes however as low mobile coverage, BT are reported as saying that areas of low signal for mobiles may keep the phone boxes. Harrogate Borough Council is the body directing with these issues. A letter was agreed last month to respond to the planning application for removal of boxes. Planning application forms weren’t sent, forms will now be posted along with a phone call. All boxes are wanting to be retained. Apologies were given by Cllr S Ramsden.

  8. BANK MANDATE needed redoing due to lack of one signature, the previous forms were returned. S Ramsden is going into Ripon tomorrow to sort this ongoing issue.

  9. COMMUTED SUMS are currently under the current system of management. However this is to change soon to change. Anything unused will be put in the community chest, which will be up to request by local village halls etc. The current fund value needs confirming for ext meeting. It was agreed to inform any possible beneficiary of this fund before it is removed from local control.

  10. HARROGATE AREA is to be a major place for 2019 Tour De Yorkshire. This is likely to include Upper Nidderdale are, although confirmation of routes are still to be announced.

  11. HEDGE TRIMMING is noted as needed doing. The caretaker is being contacted. Some have been done some haven’t.

  12. LONGSIDE BANK is being eroded. The pile of stones was thought to be an issue. Cllr S Ramsden is going to investigate this issue.

  13. HIGHWAYS Side roadworks nr Coulthouse. Mike Clark on the 4th December reported damage caused by pot hole. This was sent to the council highways department. Repairs are being done their now.

  14. PLAYGROUNDS report form council to Peter and June from 7th September. Peter has agreed to take over inspection of the playground near himself.

The grass cutting left wheel tracks at the playground. Photos are to be sent to Skeltons .

Report on rubber tiles in Playground is in need of repair, Cllrs covering playgrounds are going to look at see it it is simply moss needing to be cleaned off the rubber.

NO DOG SIGN in Lofthouse. Caretaker is going to cover that.

  1. Kites. An issue of power lines being near playgrounds was mentioned in report. It was mentioned that these lines are due to be now be put underground.

Cllrs agreed that a notice is needed stating “Parental supervision is required” for Wath and Lofthouse.

  1. Caretaker – Jim Benson. The Insurance cover certification has been received. It was noted that invoices from the caretaker are due and need to be sent to the council. It was also agreed a quote for saplings to be dealt with from Bridge Inn to Lofthouse including Grange Lane. It was suggested he supplies the quote and the council will contact Yorkshire Water and ask for funding towards the reservoir side with a split in the quote so that we can show Yorkshire Water the split. Caretaker will still receive full funding whether or not Yorkshire water will contribute.

Caretaker to straighten the gate post so both gates close properly with catches at Lofthouse.

Caretaker to use Round Up in the spring, also Notice Board at Middlesmoor to be put back up when weather is dry with Cllr S Ramsden. Grange Lane and Lofthouse to be refurbished

  1. MILLENIUM MARQUE- Nothing to report.

  2. WEBPAGE Agenda/minutes to create a separate area for both to make it easier for visitors to see them.

  3. PLANNING APPLICATIONS

Island Barn planning application. No objection.

Corn Close Barn planning application – Unsure if this fits Harrogate Councils Guidance for harrogate plan. Application sent back to HBC to decide

Brackenridge Farm planning application Grade 2 listed farmhouse approved.

  1. Accounts – Cheques HBC Invoice for safety inspection £132 Ramsgill remembrance memorial wreaths invoice £40

  2. Correspondence There are a number of local events for draft local changes in the area which include Plans being at Pateley Bridge Church on Thursday. These plans are for the next 20 years. An additional meeting might be required for this in the future.

Andrew Hyde HBC had a letter which was copied to the council. From William Badly. He is a boy who asked for bike posts on play area in Lofthouse. Peter knows of William, and will arrange to talk to William to find out exactly what he is asking for.

  1. TRAINING It was agreed the new Parish Clerk, Alan Bean, should attend new parish clerk training to be held in Doncaster on the 9th December 2016

  2. New Parish Clerk, although taking over, it was agreed to meet with Councillors to confirm all points on pay etc. Thursday 17th November at previous clerks house, Sybil Whiting

  3. Next meeting to discuss Budget and Precept. As Sybil has existing knowledge on this councils precept and budget, and the new clerk will not have had time to learn about this to a sufficient degree before this meeting, Sybil suggested she should return to attend this one meeting. Cllrs agreed

  4. War Memorial trust forms received. Cath to look at

  5. Peter will be unable to attend the next meeting.
