MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 13^th March 2023 at Middlesmoor Village Hall 7.30pm

1. PRESENT Chair Cllr. S Ramsden, Cllr D. Fothergill, Cllr A. Challis, Cllr M Wells, Cllr A Sykes, District Councillor S Lumley, County Cllr A Murday and Clerk Mr Alan Bean. 5 Members of the public also attended the meeting.

4. MINUTES OF LAST MEETING Proposed Cllr D Fothergill Seconded Cllr A. Challis,

5. MATTERS ARISING School Governor Situation – Major developments have occurred with the school since the last meeting. These were discussed at the meeting. Bins Replacements – The recent Bin placement is being looked into by the Chair and Vice Chair possibly moving them to a better position.

6. NEW COUNCILLOR The Parish Council is now looking for a new councillor. Anyone interested in the role can email the Clerk or speak to a member of the council about their interest.

7. COUNCILLORS REPORTS County Cllr A Murday reported a consultation is taking place around local public transport within the county. The Youth council plans are moving forward and closer to being established. Many complaints are coming in about the parking situation at Pateley Bridge. It was also pointed out that a number of people who drive through the carpark were being charged as there was only a camera on the entrance, so the camera saw them arrive, and not leave. Another camera is now in operation at the other side of the carpark to pic up those driving through, The council tax is due to increase by over 4.9% as well as reduction in services due to North Yorkshire not having enough funds coming in from the Government. There is also a threatened closure of the Pateley bridge Children’s Centre. District Cllr S Lumley reported this would be the last few days of Harrogate Borough Council as the district council ends the end of the month. Lots of projects are incomplete but are expected to continue under NYCC control. The Parish Council wanted to say a big thank you to Cllr Stan Lumley for his years of service as both District Councillor and County Councillor for the Parish.

8. FIRE STATION Nothing to report

9. STREET LIGHTS According to County Cllr A Murday the lights at the Crown responsibility will be taken over by NYCC, at some point after the transition period has taken place

10. VILLAGE ISSUES Nothing to report

11. CORONATION PLANNING Next meeting is to be held at Lofthouse on the 31^st March at 6.30pm. It was decided that the council would need around £600 towards the celebration.

12. PARKING NEAR RESERVOIR None

13. HIGHWAYS There are a severe amount of blocked drains that have been seen since the heavy rain. Cllr A Challis is going to forward a list to the clerk to forward to the highways department

14. PLAYGROUNDS Nothing to report

15. PARISH CARETAKER Nothing to report

16. PLANNING APPLICATIONS None

17. COMMUTED SUMS County Cllr A Murday was asked about what is going to happen to commuted sums after the transition. He reported he didn’t know but would find out for the next meeting
