MINUTES OF PARISH COUNCIL MEETING

HELD ON MONDAY 14 MARCH 2016

IN MIDDLESMOOR VILLAGE HALL

1. PRESENT Cllr. S. Ramsden (Chairman); Cllr. J. Carter; Cllr. J. Graham . Cllr M. Beecroft; Cllr A. Challis

3. DECLARATIONS OF INTEREST FOR AGENDA – None

4. MINUTES OF LAST MEETING The minutes of the meeting held on Monday 8 February 2016, were proposed for

signing by Cllr J. Graham and seconded by Cllr J. Carter. Cllr Ramsden, Chairman signed the minutes as a true and

accurate copy and was agreed by all Councillors present.

5. MATTERS ARISING

(a) Issues at Ramsgill – Cllr Ramsden has passed on information to Paul Burgess AONB with map attached Parish Clerk to

contact NYCC, Common Land to make enquiries about Ramsgill Green. Councillors all agreed that the Ramsgill Green

should stay as Common Land,proposed by Cllr J Graham, seconded by Cllr Carter and agreed by all Councillors present

(b) DEFIBRILLATOR – The Parish Clerk reported that the Defibrillator has now been fitted to the outside wall of the village

hall AT Middlesmoor by the Electrician.

(c) NEW AUDIT REGULATIONS Parish Clerk outlined the requirements needed to comply with this new regulation. Mrs

Sue Welsh will audit the accounts and all the required regulations for £50.00. Proposed by Cllr A. Challis, seconded

by Cllr J. Carter agreed by all Councillors present.

6. COUNCILLORS REPORTS

Cllr Lumley gave an update on the Tour De Yorkshire.

7. HIGHWAYS

There is water running off the fields all the time and collecting on the road near Wath Bridge which is now

becoming dangerous for motorist as they approach the bridge area and are faced with deep water across the

road,when not expecting it. There needs to be a sign put up indicating “ DANGER ROAD FLOODS AHEAD.”

Corn Close is still waiting for the pipes to be jetted and unblocked. There are potholes all the way up from

Ramsgill to Gouthwaite Reservoir which are in urgent need of being filled in. Also there are potholes towards

Ramsgill from Lofthouse which also need filling in by Highways, and there is a blocked drain causing standing

water on the road 3” to 4” which needs jetting near the vicarage at Ramsgill, there is standing water on the road

between Ramsgill Bridge and Knotts Plantation again drains need jetting. At Stean Bridge near Studfold

Junction on the Bridge the river is under mining the road at Longside.

8. PLAYGROUNDS Cllr Carter and Cllr Beecroft gave their inspection sheets to the Parish Clerk for filing. The

gate at Lofthouse needs re-hanging. There is nothing needs to be done at Wath. Parish Clerk to type up some

new inspection sheets.

9 PARISH CARETAKER –Cllr Carter to ask Caretaker to re-hang the gate at the Lofthouse play area.

10. MILLENIUM MARQUEE No report as Cllr Fothergill was away. Mr Saunders has cashed his Cheque for

£50.00, cheque number 100842 issued to him on 11 August 2014.

11. PINFOLD – Both Pinfold’s at Middlesmoor and Ramsgill are in good order.

12 PLANNING.

(a) HBC PLANNING APPLICATION DCPARISH 6.28.70.G.FUL 16/00054/FUL Conversion of existing stable to

form annex to include alterations to fenestration and installation of roof lights. For Mr p. Hawley, Corn Close

Barn, Pateley Bridge, North Yorkshire Councillors voted “C” The Parish Council does not object to or support

the application but wishes to make comments as follows Councillors are concerned that this application will

finish up becoming some kind of holiday let in the future.

There is one outstanding cheque £60.00 (Mr Church) to clear through the bank, there is an adjustment of £50.00 from the MM Account. Mr Mr Saunders was issued a refund on 11 August 2014 cheque number 100842 and was never cashed until 11 February 2016 The amount available for Parish Council use is £7292.01

14. CORRESPONDENCE

(a) Defibrillator from HBC – Scheme for match funding agreed by Cllr Ramsden between meetings because of

time scale, Parish Council paid £900.00 which has been paid by Defibrillator Group.

(b) Leader Funding Programme – We do not have a project to put forward.

(c) Lofthouse Village Hall Committee – Minute from 9 March 2016 – noted and filed
