MINUTES OF PARISH COUNCIL MEETING
HELD ON MONDAY 8 FEBRUARY 2016
IN LOFTHOUSE MEMORIAL HALL
1. PRESENT

3. DECLARATIONS OF INTEREST FOR AGENDA – None
4. MINUTES OF LAST MEETING – The minutes of the meeting held on Monday 14 December
2015, were proposed for signing by Cllr J. Graham and seconded by Cllr M. Beecroft. Cllr Ramsden,
Chairman signed the minutes as a true and accurate copy and was agreed by all Councillors present.
5. MATTERS ARISING
(a) Issues at Ramsgill – Cllr Ramsden has now got this situation in hand and will report back to the
council later.
(b) Defibrillator – The Parish Clerk gave Councillors a copy of the breakdown of the monies for the
defibrillator, a cheque was received for £1,270.00 from the Fund raising Group and Parish Clerk
will order another defibrillator to be located in Middlesmoor on the outside of the village hall, the
Electrician has been approved and is ready to carry out the wiring up for the defibrillator. Proposed by
Cllr A. Challis, seconded by Cllr M Beecroft all Councillors agreed.
(c) Ramsgill Memorial – Cllr Lamb reported that there was some wear of the names on the Memorial.
Parish Clerk to send information off to Miss Brogan Higginbotham, War Memorials Online Officer,
with a copy of correspondence to go to Mark Coston Project Surveyor, HBC. Cllr Ramsden on behalf
of all the Councillors thanked Cllr Lamb for carrying out this assessment.
(d) TRANSPARENCY CODE – Parish Clerk introduced Mr Alan Bean who came along to give a
presentation on the requirements needed to have the necessary documentation and equipment in
place which is mandatory, as stated in the Transparency Code needed for the Parish Council, through
the funding provided by the Government. All these requirement are mandatory. A Sub-Committee
was set up of Cllr S Ramsden (Chairman) Cllr A. Challis. Cllr C. Lamb who will arrange meetings to
monitor the new Web Page and report back to the Parish Council accordingly. It was proposed by Cllr
Challis, seconded by Cllr Beecroft and approved. by all Councillors present to put forward the
application for funding. Cllr Lamb will make enquiries through HBC to ask if UNPC can purchase a
Laptop and Scanner through them from the Transparency Code money.
(e) NEW PENSION REQUIREMENT FOR STAFF EMPLOYED BY PARISH COUNCIL – The Parish
Clerk outlined the mandatory requirements needed to have the necessary requirements in place. This
work should be carried out by a Parish Councillor, no one offered to do this and the Parish Clerk was
left to carry out this mandatory work.
(f) NEW AUDIT REGULATIONS – The Parish Clerk outlined these requirements. The Annual Audit
will be carried out by Little John this financial year, 2015/16 as in previous years. We need a new
local auditor who must be someone able to carry out the financial audit as laid out in our regulations,
also they must be proficient to checking our regulation and documentation which is now a standard

requirement. Parish Clerk keeps the necessary documents ready for Councillors to verify at the April
2016 meting before going to the local auditor.
6. COUNCILLORS REPORTS
Cllr Fort reported that the A59 AT Blubber Houses should be reopening in about two weeks. However
this is now a priority with NYCC to consider building a new road over the top of Kex Hill This all
depends on the EC budget, as more resources are also needed for flooding. The NYCC have increased
the Council Tax by 1.99%, which is 0.08p per week.
Cllr Lumley spoke about the Tour De Yorkshire, which is coming through this area on 29 April 2016
people can bid along the route (contact Councillor Lumley) for more information The HBC will be
meeting next week to ratify the budget, and HBC to become more self sufficient. The toilets at
Middlesmoor and Glasshouses will not be closed, the toilets at Pateley Bridge will be renovated.
Recycling has increased to 40% from 8% .
Cllr Fothergill said that there have been some bookings for the Millennium Marquee, John Whitaker,
23 July 2016 at no charge. Bell Festival one day in August 2016, Carl Dearcy 2 April 2016 and
Lofthouse Cricket Club in August 2016. Parish Clerk to put the Millennium Marquee on the next
agenda. Cllr Fothergill reported that after the last Tour De Yorkshire there were a number of display
signs put up for the event and not removed for sometime after the event.
Jan Harrison has given up her voluntary role of reporting for this area in the Nidderdale Herald. Parish
Clerk to sent a letter of thanks from the Parish Council. Cllr Lamb will let the Parish Clerk know who
the new reporter is for this area for the Nidderdale Herald.
PINFOLD – Both Pinfold’s at Middlesmoor and Ramsgill are in good order. Parish Clerk to put
Pinfold back on the next agenda
7. HIGHWAYS
Cllr Lamb reported that there is often flooding onto the road at Ramsgill, Parish Clerk to ask Highways
for a free standing”flip” board to put out to alert people. Corn Close is still is waiting to have the
gullies cleaned out, Parish Clerk to chase up with Highways.
8. PLAYGROUNDS – Cllr Carter and Cllr Beecroft gave their inspection sheets to the Parish Clerk for filing. The
gate at Lofthouse needs re-hanging. There is nothing needs to be done at Wath. Parish Clerk to type up some
new inspection sheets.
9 PARISH CARETAKER –Cllr Carter to ask Caretaker to re-hand the gate at the Lofthouse play area

12. CORRESPONDENCE
(a) HBC – ELECTION APPLICATION FORMS FOR COUNCILLORS – Cllr Beecroft is not standing for
Council again. All other Councillors will bring their nomination papers back completed, to the March 2016
meeting for verification, and add their electoral roll number.
(b) YLCA – HARROGATE BRANCH MEETING – MONDAY 15 FEBRUARY 2016 AT 7.30PM IN CRESENT
