MINUTES OF PARISH COUNCIL MEETING

HELD ON MONDAY 25 APRIL 2016

IN RAMSGILL VILLAGE HALL

7.30 pm Before the start of the Parish Council meeting, a Open Meeting was organised by Cllr Ramsden for residents in Ramsgill to come along to discuss the “The Green” Ramsgill. Cllr Ramsden outlined this on going problem and then asked the residents attending to give their comments or views. This meeting closed at 8.10pm. 10 people attended this meeting.

1. PRESENT Mr S. Ramsden (Chairman); Cllr D. Fothergill; Cllr. J. Carter; Cllr C. Lamb; Cllr. J. Graham; Cllr M.

Beecroft; Cllr B. Harrison; Cllr A. Challis; Cllr J. Fort (NYCC); Cllr. S. Lumley (HBC) Mrs S. Whiting (Parish

Clerk) and 4 members of the public.

3. DECLARATIONS OF INTEREST FOR AGENDA – Cllr S. Ramsden declared an interest in Planning

application “a” and application “d”

4. MINUTES OF LAST MEETING held on 14 March 2016 proposed by Cllr Harker, seconded by Cllr Beecroft

signed by Chairman Cllr Ramsden and agreed by all present as a true and accurate copy.

5. MATTERS ARISING:

(a) “The Green,” Ramsgill Village Green, Cllr Ramsden. After the public meeting regarding “The Green”

Ramsgill” there was nothing further to add and the Parish Council’s decision,still stood which was voted on at

a previous parish council meeting was to vote, NOT to have the “The Green” de-registered. The necessary

paperwork has been sent to NYCC and we await their decision.

(b) Pension Regulator: Parish Clerk reported that Upper Nidderdale Parish Council and the Parish Clerk were

now registered with the Pension Regulator.

(c) Election for Parish Councillors 2016, information was given out by the Parish Clerk to Councillors to put on the

relevant noticeboards recording the outcome of the Local Elections and all seven Councillors were elected

unopposed as Councillors, for the next four years for Upper Nidderdale Parish Council.

6. COUNCILLORS REPORTS: –Cllr Fort gave a copy of his Annual Report to the Parish Clerk, he gave his

apologies for the meetings in May 2016. Cllr Lumley reported on the Tour-De-Yorkshire. There will be a large

screen erected on the Recreation Ground for everyone to see. Cllr Lamb said that she had been approached

by a local resident in Heathfield about the Millennium Trees, which were planted by the parish Council, and

asked if a plaque could be put on the tree to commemorate the Tree planting in 2000. Councillors decided not

to put any plaque on, as the Parish Council had planted a number of trees in the Parish, and to put one plaque

up would mean possibly requests for plaques to be put on other trees, which would cost too much money and

Councillors decided against the idea.

7. HIGHWAYS – Cllr Fort reported on the 2016/17 Road Maintenance programme, which Councillors would be

very pleased to see the work carried out over 2016/17. Parish Clerk was asked to email Highway and remind

them of the outstanding work on pothole and deteriorating road conditions, and to copy in Cllr Ramsden on the

email. Parish Clerk was also to ask Highways if it is possible to give a monthly report to the Parish Clerk to

included an update on Highway issues at each Parish Meeting

8. PLAYGROUNDS – Cllr Beecroft & Cllr Carter The Play area at Wath does not need any work carrying out.

The gate at the Lofthouse Play area needs re-hanging, Cllr Carter would remind the Caretaker to carry out this

work.

9. PARISH CARETAKER – Cllr Fothergill asked if the Caretaker could look at the seat in the Lofthouse Car Park

which need repairing, also Cllr Carter was asked, to ask the Caretaker to have a look at all the notice

boards in the Parish, as they need some maintenance carrying out on them.

10. MILLEIUM MARQUEE – Cllr Fothergill reported that Mrs Lynn Deacy had booked the MM for Saturday 2

April 2016 and has paid £150.00 (out of Parish booking) in cash to Cllr Fothergill who, passed this money onto

the Parish Clerk too bank and send a written receipt to Cllr Fothergill to give to Mrs Deacy. The Bell Festival

has the MM booked for 11 June, 2016, Cllr Ramsden has the £50.00 in hand. Lofthouse Cricket Club has the

MM booked for the14 August, 2016.

11. PINFOLDS – Lofthouse and Ramsgill Pinfold’s are in good order.

12. PLANNING

(a) HBC PLANNING PROTECTED TREE WORKS APPLICATION DCPARISH 6..16.20.B.TPO 16/01270/TPO

Felling of 1 Sycamore Tree T1 OF TREE PRESERVATION ORDER 33.2015. FOR MR S. Ramsden,

Crown Hotel, MIDDLESMOOR, HARROGATE, HG3 5ST – Cllr Ramsden left the meeting while this planning

was discussed. Councillors agreed “A” The parish Council has no objections.”

(b) HBC PLANNING APPLICATION – DCPARISH 6.16.16/00830/FUL For silting of 2 temporary prefabricated

buildings. For A.J. Hattan, Low Riggs Farm, Blackawell Laithe to Low Riggs, Middlesmoor North Yorkshire

HG3 5TA – However the parish Clerk was asked to contact The Planning Department at HBC to clarify what is

meant by “temporary” as indicated in this application.

(c) HBC PLANNING DECISION NOTIFICATION – REFUSED DCPCDEC6.28.70.G.FUL 16/00054/FUL

Conversion of existing stable to form annex to include alterations to fenestration and installation of roof lights.

For Mr P. Hawley, Corn Close Barn, Pateley Bridge, North Yorkshire – Noted and filed.

(d) HBC PLANNING APPLICATION – DCPARISH 6.17.16.D.FUL 16/01048/FUL Erection of first floor over

garage. For Mr S. Weatherhead, Gladstone House, Lofthouse, Harrogate, HG3 5RZ. Councillors agreed “A”

The parish Council has no objections.

(a) HBC PARISH COUNCIL COMMUNITY GROUP – BULB/WILDFLOWER SCHEME – Would like Snowdrops.

(b) PATELEY BRIDGE TOWN COUNCIL – Invitation for UNPC Chairman to Annual Civic Service Sunday 22 May

2016. Cllr Ramsden is unable to attend and it was agreed by Councillors for Cllr Ramsden to as Cllr Lamb if

she and her husband would like to attend this event.

(c JULIAN SMITH MP Surgery dates for April/May/June & 2 talks – to put on noticeboards

(d) LOFTHOUSE VILLAGE HALL – Minutes from meeting on 8 April 2016 (asked for Community Sums – to help

with repairs to outside wall- (no commuted Funds available) – Noted and filed.

(e) SPORTNIDDERDALE – Mel Welch – Timings through villages – Noted and filed

(f) HBC – LEADER DROP IN SESSIONS – Cllr Ramsden has this possible car parking area in hand and he will

speak to Rema Berry to see if this work could come from “Leader” Funding.

(g) IAIN MAN – UPPER NIDDERDALE LANDSCAPE PARTNERSHIP – DATE OF NEXT MEETING –noted and

filed.

(a) To arrange a Sub-Committee(Cllr Ramsden, Cllr Lamb, Cllr Challis) meeting with Parish Clerk and Alan

Bean to discuss the new Web Page. Parish Clerk to arrange a suitable meeting and, everyone would meet at

the Parish Clerk’s home in Ripon.

After the meeting Cllr Ramsden said goodbye to Cllr Margaret Beecroft who is standing down as a Councillor after many years of service. Cllr Ramsden presented Margaret with a M&S gift voucher and flowers. We all wished Margaret the very best in her retirement.
