MINUTES OF PARISH COUNCIL MEETING
HELD ON MONDAY 11 JULY 2016 2016 at 7.30 pm

1. PRESENT Cllr S. Ramsden (Chairman); Cllr D. Fothergill; Cllr B Harrison; Cllr J. Carter; Cllr A. Challis;
Cllr S .Lumley HBC and Mrs S. Whiting (Parish Clerk).

3. DECLARATIONS OF INTEREST ON THE AGENDA – None
4. MINUTES OF LAST MEETING Amendment to 27 June 2016 minutes, under MM a cheque for £50.00 was
received from the Bell Festival. Minutes for Parish Council Meeting held on Monday 27 June 2016 were
proposed by Cllr Harrison. seconded by Cllr Fothergill signed by Chairman Cllr Ramsden and agreed by all
Councillors present as a true and accurate copy.
5. MATTERS ARISING: Acceptance as a Parish Councillor.- Cllr Carter signed her Acceptance as Parish
Councillor and Registration of Interest forms. The cutting back of the trees on Bridge Inn has been completed
by the Caretaker, the area looks very tidy and thanks to our Caretaker. Mr Bean gave an update on the Web
page, a meeting needs to be arranged by the Sub-Committee, Cllrs, Ramsden, A. Challis and C. Lamb in about
three weeks.
6. COUNCILLORS REPORTS: – Cllr Lumley said that the HBC Ward Boundaries would be reduced from 52 to
40 Councillors,(no changes until 2018) which would mean larger HBC Wards. There would be no change to
Parish Councils at this time. Cllr Harrison asked what has happened to the notice board at Middlesmoor? Cllr
Ramsden is going to fix the notice board to the wall of the Village Hall in Middlesmoor. Cllr Fothergill is to see
the local representative of the local paper and ask him to put the vacancy for a Parish Clerk in. Parish Clerk
to send advert to go on each notice board for the Parish Clerk vacancy. A Sub-Committee was formed with
Delegated Powers of Cllr Ramsden, Cllr Fothergill and Cllr Carter to oversee the setting up the necessary
paperwork,interviewing and appointment of the new Parish Clerk. A meeting date needs to be arranged with the
Parish Clerk to put the necessary paperwork in place.
7. HIGHWAYS – Cllr Challis reported that the “30” MPH road sign on the left hand side of the road approaching
Lofthouse from Ramsgill is broken off, the greenery is very overgrown and need cutting back around
mandatory speed signs which can’t be seen and is illegal.
8. PLAYGROUNDS – Cllr Carter said the grass was getting long, but the farmer would be putting sheep in there
in the near future. Cllr Challis said the areas under the little swing and slide at Lofthouse Play area are
very slippery – Cllr Carter to ask Caretaker to clean them also can the Caretaker look at the the wooden
structure that is used for goal practise and looks dangerous, it has two wooden uprights where retaining bar
needs putting in to make safe.
9. PARISH CARETAKER – Cllr Carter was asked to ask the Caretaker to cut the hedges, both sides after
Ramsgill Bridge. Also ask the Caretaker to clean the direction sign to Masham in Lofthouse, and to clean up
the road towards the School which gives a bad image. Can Caretaker give Parish Council a quote to
paint/varnish the seat in Lofthouse Car Park. Can Caretaker let the Parish Clerk have a copy of his new Liability
Insurance Policy please.
10 MILLENNIUM MARQUEE – Cllr Fothergill reported that the MM would be cleaned by John Whitaker while it
is up for an event.

prefabricated buildings. For AJ Hatton, Low Riggs Farm, Blackawell Lathe to Low Riggs, Middlesmoor,
HG3 5TA. – noted and filed
(b) HBC PLANNING APPLICATION APPROVED – DCPDCEC 6.28.70.H.FUL 16/01855/FUL For conversion of
attached garage to form additional living accommodation and erection of detached garage. For Mr P. Hawley,
Corn Close Barn,Low Wath Road, Pateley Bridge, Harrogate, HG3 5HL- noted and filed
(c) HBC PLANNING APPLICATION DCPARISH 16/02667/FUL For erection of a workshop to replace existing
building adjacent outbuilding at 412358 Bouthwaite. For Mr J. Peacock -returned to Planning – incorrect

Mr Bean (half of invoice of £700.00 for Web page) £350.00 (from Transparency Funds) proposed Cllr Harrison, seconded by Cllr Challis all Councillors present agreed.
In the Parish Accounts there is the Transparency money £1,563,99 and £1,524.00 for defibrillator, leaving a balance of £6964.04 for the Parish Council’s use.
(a) END OF YEAR 2015/16 ACCOUNTS – Were presented by Parish Clerk and Chairman Cllr Ramsden. The Internal Auditors report was quite scathing and a little hard on the Parish Clerk. The recommendations have been noted and Parish Clerk will be replying in depth in a report to the Auditors – Littlejohn’s . A clear audit trail needs to be established from the precept through to the end of year accounts. Health and Safety regulations covering buildings used for Council meeting need to be included. Assert Register needs to include any common land that the Parish Council look after. Procedures for Delegated Powers, Standing Orders and Governance Statement need to be understood by Councillors. All the Parish Council documentation will be put on to the Web Page when it is set up.
