MINUTES OF PARISH COUNCIL MEETING

HELD ON MONDAY 27 JUNE 2016 at 6 pm

IN MIDDLESMOOR VILLAGE HALL

1. PRESENT Mr S. Ramsden (Chairman); Cllr D. Fothergill; Cllr J. Graham; Cllr B. Harrison; Cllr J. Fort (NYCC)

2. APOLOGIES Cllrs. J. Carter; C. Lamb; A. Challis; S. Lumley

3. DECLARATIONS OF INTEREST ON THE AGENDA – None

4. MINUTES OF LAST MEETING Proposed by Cllr J. Graham. seconded by Cllr Fothergill signed by Chairman

Cllr Ramsden and agreed by all present as a true and accurate copy.

5. MATTERS ARISING:

(a) Councillors Ramsden,Graham and Harrison all signed their acceptance as Parish Councillors. Also

these Councillors completed their Registration of Interest Forms. It was agreed that Cllr. Carter would

complete her forms at the next meeting. Proposed by Cllr Fothergill,seconded by Cllr Graham and agreed

by all present. A notice for 2 vacancies on the Parish Council to be placed on Lofthouse, Middlesmoor and

Ramsgill noticeboard for any Resident interested in applying to be Co-opted on to the Parish Council.

Anyone wishing to apply please contact the Parish Clerk.

(b) Ramsgill Car Park – On going

(c) Parish Clerk was asked to email a copy of the year planner to each Councillor when it is updated.

(d) Cllr Ramsden has been in discussions with Cllr Tim Whitney, Beweley Parish Council, about carrying out

urgent work on the trees that need cutting back on “Bridge Inn”. The cost would be £150.00 to be divided

between each Parish Council. Cllr Ramsden will contact Cllr Carter to ask the Caretaker if he can carry out

this work for £150.00 if yes for him to raise an invoice separate to our budget. Cllr Carter also to check that the

Caretaker’s Insurance covers him for this work.

(e) Councillors discussed the possibility of the Tour De Yorkshire coming further up the Dales next year.

Councillors asked Parish Clerk to write to Sir Garry Verity, but to send a draft copy for Cllrs Ramsden and

Fothergill first.

6. COUNCILLORS REPORTS: – Cllr Fort reported that the Highways work has not been carried out and he

would be asking why? Cllr Graham reported that the saplings will need cutting back in the Autumn.

7. HIGHWAYS – Parish Clerk has received an up date on the recent requests we have made to Highways

for repair. The work near David Brown’s property has not been done. The grate on Ramsgill Bridge, on the

south east side needs repairing, also there is a large pothole next to the river. Cllr Ramsden asked the Parish

Clerk to give his phone number to Highways for them to contact him on any of the highways issues reported.

Cllr Challis sent a message asking the following to be reported to Highways, the road sign on the Lofthouse

Road (from Ramsgill) needs the overgrown hedges cutting back. .

8. PLAYGROUNDS – Cllr Carter not present. Cllr Challis has carried out the inspection at Lofthouse Play area,

advising Councillors that the brambles and hedge need cutting back near the gate at Lofthouse play area. Cllr

Ramsden will let Cllr Carter know to ask the Caretaker to carry out this work. Also there is a football

frame in poor condition in the play area is it being used, or does it need to be disposed of? Parish Clerk said

that the inspection on the two play areas would be carried out by HBC in September 2016.

9. PARISH CARETAKER – no report as Cllr Carter not present

10. MILLENNIUM MARQUEE – Cllr Fothergill reported that he had received the following payments, £150.00

cheque from Viking Arms. £150.00 cheque from Mr Hainsworth. £150.00 from Niddfest and £50.00 from the

Bell Festival. These cheques were passed to the Parish Clerk to bank. Councillors discussed the purchase of

ratchet straps on the MM, this would be quite expensive. Councillors agreed for Cllr Fothergill to ask John

Whitaker to see how many ratchet straps he can buy for £100.00

11. PINFOLDS – Both Middlesmoor and Ramsgill are in good order.

12. PLANNING

(a) HBC PLANNING APPLICATION – DCPARISH 6.28.11.C.FUL 16/01939/FUL Proposed conversion of

redundant stable block to form a dwelling and detached garden store (revised scheme) For Mr & Mrs Lambert,

Gouthwaite Lodge, Wath Bridge to Gouthwaite, Pateley Bridge, HG3 5AB. Councillors agreed on “A” The

Parish Council has no objections.

(b) HBC PLANNING APPLICATION DCPARISH 6.28.70.H.FUL Conversion of attached garage to form additional

living accommodation and erection of attached garage. For Mr P. Hawley, Corn Close Barn, Low Wath Road,

Pateley Bridge, Harrogate, HG3 5HL – Councillors agreed on option “C” The Parish Council does not object to

or support the application but wishes to make comments or seek safeguards as set out overleaf. Councillors

do not want to see any further over development of this site.

(c) HBC PLANNING DECISION – REFUSED – DCPCDEC 6.16.20.B.TPO 16/01270/TPO Felling of 1 Sycamore

Tree T1 of Tree Preservation Order 33 2015. For Mr Stephen Ramsden, Crown Hotel, Middlesmoor, Harrogate

HG3 5ST – Noted and filed

The above payments could not be made as there was not two signatures present. Parish Clerk to get mandate to include one or two Councillors as signatures for the next meeting and to enquire about internet banking.

MR A. BEAN LAPTOP COMPUTER £350.00

MR A. BEAN PRINTER/SCANNER £100.00 Mr Bean will be attending the next meeting and these payment arrangements will be discussed.

In the Parish Accounts there is the Transparency money of £1,563.99 leaving a balance of £8,488.91 for Parish

Council’s use.

(a) END OF FINANCIAL YEAR 2015/16 ACCOUNTS – Parish Clerk said the accounts were not ready to be signed off by the Auditor Mrs Iona Taylor, which meant a Parish Council Meeting had to be arranged (with a quorum of 3) for Friday 30 June,5 pm to adopt the 2015/16 accounts and for Parish Clerk to get them in the post the next day to be with the National Auditors Littlejohn’s by Monday 4 July 2016. This delay was largely due to Parish Clerk’s recent illness and operation.
