MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 17th May 2021 at Middlesmoor Village Hall at 7.30pm

Full social distancing was maintained during the meeting

  1. PRESENT Cllr D. Fothergill, Cllr. S Ramsden , Cllr A Sykes, Cllr M Wells, Cllr A. Challis and Clerk Mr Alan Bean

  5. MATTERS ARISING nothing to report

  6. COUNCILLORS REPORTS Cllr D Fothergill reported that the hedge near the bridge at Ramsgill, one side hasn’t been cut. Cllr S Ramsden is going to contact for it to be cut by Jim. It was also brought to the notice of the council that parking has been used near the reservoir and charged for. Campers staying overnight and causing issues in the parking area including litter,Cllr S Ramsden is going to dig deeper into this and report at the next meeting.

  7. FIRE STATION Due to Covid, they haven’t had any recent contact with Harrogate Fire Station

  8. RIGHTS OF WAY 2 signs have rotted away on the Nidderdale way. Cllr A Challis is to report details

  9. CCTV Nothing to report

  10. STREET LIGHTS Cllr S Ramsden reported the lights in Middlesmoor are all working. No5 in Ramsgill is in need of repair, but as Cllr S Ramsden is seeing someone at area 6, he will bring it up.

  11. TELEPHONE BOXES awaiting repair and repaint

  12. RAMSGILL A loud gun noise has been heard throughout the day, possible crow scarer

  13. HIGHWAYS Gouthwaite wall still not repaired. Moor lane area is suffering from 4×4’s again, 2 cars have been sent by satnav down that route.

  14. PLAYGROUNDS REPORT The last report stated the slide needs added protection, so Cllr S Ramsden is going to get quotes from local businesses to build the added protection. This is something that wasn’t needed when the slides were first placed there, but new regulations state added height protection is needed. A copy of the report is to be sent to the businesses for an accurate price.

  15. PARISH CARETAKER Nothing new to report.

  16. PLANNING APPLICATIONS 21/01852/PNH change of use of a Studio to Residential, Trapping Hill Lofthouse. The council didn’t agree to the application, stating the original plan was not for accommodation It isn’t an appropriate place for residential use. The council added it has been reported people are staying overnight already.

  21. ACCOUNTS as listed below, It was agreed by the council to the new signature list for accounts Forms are signed and are being sent to HSBC. .

  22. OTHER BUSINESS Dog waste is a regular issue, It was discussed if bins would be worth getting, would people actually use them and would they be emptied. It was decided the best option would be to get input from County Councillor S Lumley, who wasn’t present for this meeting.

  23. CORRESPONDENCE Scarr reservoir has informed 6mths of work is going to start soon, fitting pipes. Nidderdale right of way is possibly to be diverted. It has not been forwarded to the council, but a member of the public brought it up
