MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 12th July 2019 at Ramsgill Village Hall at 7.30pm

NEW COUNCILLOR Mr Mike Wells who was invited, was unable to come, as such will become a councillor at next meeting

MATTERS ARISING None

COUNCILLORS REPORTS County Councillor S Lumley reported Northallerton offices are being redeveloped. The school bus fee for 16 year old is still under consideration, but is expected to increase from £490 to £600pa compared with standard fees being £900pa

FIRE STATION The current 5 volunteers have gone through initial stage of medicals, are now on to the second stage. However this means we are still short on volunteers.

RIGHTS OF WAY Forms have been sent. This process could easily take 6 months, or even longer before looked at by the relevant people. If in the meantime and members of the public have any issues with regard to the right of way near Lofthouse old post office, please contact the council or councillors.

CCTV . The CCTV system is up and running. Council agreed to signage being purchased and put up in the area.

RAMSGILL GREEN New signage has arrived on the green area. Mr Briggs was present and explained that these were placed by the Nidderdale Way, and these new ones, are not all correctly placed

HIGHWAYS Recent roadworks have been causing issues, affecting local businesses and residents. With bad signage, lack of notice and diversions that weren’t very informative. This has been causing difficulty for holiday makers especially, who have no knowledge of the area. County Councillor S Lumley is going to bring this issue to the attention of the Highways department.

STREET LIGHTING Lofthouse still has an issue with the lighting , due to the issue with supply from the old post office. The chair is going to contact a number of people including Northern Power, to try to sort this before this becomes an issue of lighting for the winter months.

BT PHONE BOX The box in Lofthouse, we have been told by BT, is likely to be applied to be removed. For the council to adopt it, would cost £1, however electricity and other costs would need to be sorted. As no application from BT has been put to remove the box, and they have to apply to remove it, The council decided to wait and see if BT does actually apply to remove this box.

PLAYGROUNDS REPORT .Some work has been done on fencing, Rubbish collections have been missed from the playground.

PLANNING APPLICATIONS
19/02022/FUL Linley Farm, Lofthouse Retrospective application of the reconstruction of a dwelling. The council approves the application

CYCLING EVENT The council was unsuccessful on its application for funds towards local promotion.

COMMUTED SUMS This is awaiting a meeting with the commuted sums officer

MILLENIUM MARQUEE Bellfest paid £50 this past month. The marquee is in need of new poles. Council agreed to let Cllr D Fothergill get such poles

ACCOUNTS as listed below. The Audit passed without any issues. The Auditor adding he was very happy with the accounts

OTHER BUSINESS Wath Defib – The Parish Council agreed to help if future needs required. The council cannot afford to adopt the defib, but are willing to help when and if its needed
Brought to our attention by Mr Briggs, An error appeared in the minutes of 13th May 2019, which didn’t state correctly the green to be “Common Land” this has been corrected on the online minutes.
JULY 2020 – From this year, as July is one of the busiest times of the year in farming, it has been agreed that no council meeting will take place. Any planning applications will be dealt with in as required, with relevant councillors required.
