MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 10th December 2018 at Middlesmoor Village Hall at 7.30pm

  1. PRESENT Cllr R Watson (Chairman), Cllr S Ramsden (Vice Chairman), Cllr A Sykes, Cllr A Challis, Cllr J Graham, Cllr D Fothergill, Cllr S Lumley

  2. APOLOGIES Cllr J Carter, Cllr B Harrison, Cllr P Nethercoat

  3. DECLARATIONS OF INTEREST Cllr A Challis regarding planning application for Stean Gorge. As per council policy, anyone with interest in a planning application leaves the room during discussions and vote, and has no input in any part of the planning application 

  4. MINUTES OF LAST MEETING proposed Cllr D Fothergill, Seconded Cllr J Graham

  5. MATTERS ARISING

  6. COUNCILLORS REPORTS Cllr S Lumley reported Kexgill is moving on well. They are now dealing with the bridal way, and where it might now go. Fire service head for the area has now changed, and a number of key people have alos left through taking early retirement or deciding to leave for other reasons. Harrogate area plan is awaiting the inspectorate in early 2019. HBC charity lottery has started. Local charities can become members, and therefore claim for funding from it.

  7. RIGHTS OF WAY The owners of the path at lofthouse are talking about a permissive path, which can be removed at any time, so the Parish Council are going to get statements of use of the path. The more that is received the quicker the registry will look at the case.

  8. HIGHWAYS Stean is still to be resurfaced, Workers turned up, then did nothing. Cllr S Lumley is going to follow this up. Blocked grates near Middlesmoor are causing water issues. In Lofthouse, a small pothole has appeared with a metal spike pushing through. Caretaker and Vice Chairman are going to look at potentially removing the spike for safety reasons. Highways are aware of pothole, but council are concerned on the spike.

  9. PLAYGROUNDS REPORT Fencing at Lofthouse Playground is still pending as awaiting for costings.

  10. PARISH CARETAKER 2 Bills received.

  11. RAMSGILL GREEN Approximately 20 local residents turned of for the meeting. Inspectorate has decreed he is going to decide the case on legal matters only, and will respond next year

  12. PLANNING APPLICATIONS Cllr A Challis left the room while the first planning application was discussed

18/04783/FUL Mr S Beer, How Stean Gorge. The council objected to the applications for a number of reasons. The Static Cabins would not fit in with the AONB. There would be an increase in traffic down a single lane road and overall the level of information provided, the council felt, was insufficient

18/04470/DVCON Mr C Gray Lee and Holmes Builder Yard, Middlesmoor The council strongly objected due to the removal of affordable housing

  3. WEBSITE council is now usin the updated emails for correspondence

  4. COMMUTED SUMS The council is discussing with the local community and Harrogate Borough Council to use the funds allotted to the area
