MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 13th September 2021 at Middlesmoor Village Hall at 7.30pm

Full social distancing was maintained during the meeting

  1. PRESENT Cllr R. Watson, Cllr D. Fothergill, Cllr A Sykes, Cllr M Wells, Cllr J Carter, Cllr A. Challis and Clerk Mr Alan Bean

  5. MATTERS ARISING nothing to report

  6. COUNCILLORS REPORTS The Councillors discussed the lack of collections of recycling in the area, due according to Harrogate Borough Council, because lack of drivers and through covid issues. North Yorkshire has stated there is no money for replacement signage for footpaths The council decided to look into possible costs to repair or replace the signage. Gouthwaite reservoir railings are loose. It is the landowners responsibility. Cllr J Carter is going to contact them, to make sure they are aware.

  7. FIRE STATION Still having issues with working with North Yorkshire Fire Service They are due to meet next week. The garages next to the fire station is awaiting a quote for removing the units. It has been escalated with Yorkshire Water to increase speed of it being dealt with.

  8. RIGHTS OF WAY Lofthouse consultation is due to end this month.

  9. CCTV Nothing to report

  10. STREET LIGHTS Number 3 at Lofthouse has been reported. Middlesmoor is awaiting a replacement pole.

  11. TELEPHONE BOXES The telephone boxes have been repainted, and repaired where needed by BT as requested by the council.

  12. RAMSGILL It was brought to the councils attention the number of empty properties in Ramsgill, plus the number of people have complained about recent late night partying from the Yorke Arms. Neither are to do with the Council, but are local issues that we are now aware of.

  13. PARKING NEAR RESERVOIR The enforcement officer has written to the council regarding parking near the reservoir. The government new guidelines states for this year rules are relaxed, although he is continuing to monitor it.

  14. HIGHWAYS Gouthwaite reservoir is a massive issue which is still unresolved. Hedge cutting has commenced. Cllr J Carter reported damage has occurred from Lorries getting jammed on the bridge

  15. PLAYGROUNDS REPORT Swing seats are cracked, so Cllr R Watson is looking into replacing costs.

  16. PARISH CARETAKER Jim Benson is now the caretaker

  17. PLANNING APPLICATIONS

  5. DOG BINS The council are to receive dog fowling notices for the area.

  6. ACCOUNTS

  7. OTHER BUSINESS Cllr D Fothergill is looking into repair costs of noticeboard at Middlesmoor. A small amount of land has been claimed by the old school house, as “aggressively claimed”. The councils has replied that this is still village hall land, and isn’t owned by the school house. Wath bridge is now badly worn and potentially dangerous.
