MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 11th September 2017 at Middlesmoor Village Hall at 7.30pm

Minutes for Parish Council Meeting held on Monday11th August 2017 Middlesmoor Village Hall were proposed by Cllr P Nethercoat seconded by Cllr D. Fothergill, signed by Chairman Cllr Ramsden and agreed by all Councillors present as a true and accurate copy

  1. MATTERS ARISING

HBC has replied to confirm their receipt of the request regarding Telephone Box at Wath. They have, however, yet to respond to the requests for explanation and resolving the matter

  1. COUNCILLORS REPORTS

Cllr Lumley reported that the district draft plan is due to be brought infront of the council in December. The paying for Green Bins garden waste was expected to be taken up by about 15000 households, but was actually picked up be 26000. The Dales Sunday Bus Service has been saved.

Cllr S Ramsden reported National Power is putting cables underground in Middlesmoor and suggested contacting BT to see if they will make use of the cable laying. Clerk is contacting BT with regard to this.

A Parishoner drew the Parish Council to Emergency Services cover in the Area, with special attention to Ambulances. He reported 2 occasions where it took over 1 ½ hrs to respond in this area, however the time reports sent to government refers to both countryside response and those in cities, which brings the average down.

  1. WAR MEMORIALS

Cllr R Watson reprted Ramsgill is awaiting quotes before proceding further. Lofthouse Armastace Memorial needs tidying, plants etc. It was also reported that it is believed this is one of only 5 in the country that has the date 1914 – 1919 Middlesmoor is awaiting quotes.

  1. HIGHWAYS

Mrs D Flowers visited the council, discussing a number of areas but mainly about drains in the area. Her colleage was due to come, but was unable. She therefore made a list of issues with drainage in the area. She also explained that any issues that occur on a landowners field is the landowners responsibility however she has the power to enforce and fine for not repairing drainage. She also covered the issue of Salt Bins, and positioning of them. The fact they are filled in August is so if there is an early freeze, which has happened before in September, the salt is ready. Her man who deals with Drainage is to contact the Chairman and arrange a visit to see the issues. She left with a list of items to cover

  1. PLAYGROUNDS REPORT

Lofthose playground had a hole in the hedge. This has now been blocked by Cllr S Ramsden. However fance damage is still required. Cllrs decided to request local businesses for quotes.Verbal report from Cllr P Nethercoat and written from Cllr J Carter was received.

  1. PARISH CARETAKER

The Caretaker reported he was to retire, after deciding he needed to cut back what he was doing. The Cllr commented how much good work he had done for the Parish over the years. Cllr J Carter is to contact the caretaker. It was also discussed if there are possible replacements in the area.
