MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 20th November 2023 at Lofthouse Village Hall 7.30pm

  1. PRESENT Cllr S. Ramsden Cllr D. Fothergill, Cllr R Harker, Cllr J Graham, Cllr J Carter, Cllr M Wells, Cllr D Verity, County Cllr A Murday and Clerk Mr Alan Bean, and 1 member of the public

  4. DECLARATIONS OF INTEREST

  5. LOFTHOUSE SCHOOL The official announcement of the inquiry has taken place, and has its first meeting on the 29th November. It was pointed out that when the reports given by the federation stated the children were achieving well, however as these children have had time at ew schools, the reports from them have stated that most are well behind the levels expected for their age. The parish council is looking at putting evidence to the consultation, including Ofsted contact. The petition had reached over the 500 required when they found our certain people cannot be included in it. As such at this point, they are just over 200 signatures that fit the requirements. As such the parents involved in this petition are going to go house to house to get more signatures.

  6. MATTERS ARISING The Telephone tower, although approved by this council, was rejected. The Parish council is hoping to see a revised plan soon.

  7. COUNCILLORS REPORTS . County Cllr Murday has asked regarding the state of local roads, but is awaiting a reply. A triathlon was arranged by the now defunct Harrogate Borough Council. This has been booked for the next 3 years. However this is one that NYC has now to pay towards, as this triathlon charges councils for holding it. It also happened to be arranged for the same date as another triathlon in the area..

  8. FIRE STATION Nothing new to report

  9. STREET LIGHTS After a discussion, it was agreed by the council that the lights that are on the Pub at Lofthouse need repairing immediately. As NYC is currently not interested in these lights, believing them to be nothing to do with North Yorkshire Council, The parish council agreed to arrange repair as soon as possible.

  10. VILLAGE ISSUES Scar Reservoir rose 4 meters in the recent storm, luckily it was low before the storm so no flooding took place.

  11. PARKING NEAR RESERVOIR None

  12. HIGHWAYS Flooding from fields is still a concern. It was agreed that where major issues are seen, that the landowner needs to deal with as soon as possible. When required the council will become involved and remind the appropriate landowner of their responsibility.

  13. PLAYGROUNDS

  14. REMEMBERANCE DAY Wreathes were laid from the parish council and it was agreed t pay the poppy appeal for these wreaths

  15. PARISH CARETAKER Caretaker is unwell, as nothing is in desperate need, we will leave work until a more appropriate time.

  16. PLANNING APPLICATIONS

ZC23/03769/S106 Modification of Section 106 agreement Plots 1-7 – The council objected as could see no reason to refund money to the builder.
