MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday the 10th July 2017 at Ramsgill Village Hall at 7.30pm

MINUTES OF LAST MEETING
Minutes for Parish Council Meeting held on Monday 8th June 2017 Middlesmoor Village Hall at 8.45 pm, were proposed by Cllr P Nethercoat seconded by Cllr D. Fothergill, signed by Chairman Cllr Ramsden and agreed by all Councillors present as a true and accurate copy

MATTERS ARISING
Grewelthorpe cheque to be held until confirmation of original invoice received. Internal Audit has been completed and posted as required to Auditors for external audit

COUNCILLORS REPORTS
Cllr S Lumley reported the move of council offices are still proceding as planned. Upper Nidderdale Volunteers Fire Service is to be reviewed. This is due to Volunteers not up to date with fire training. However if local support doesn’t continue, it is possible the Volunteers Fire Service will have to end.
Cllr S Ramsden reported the hedge near the exit to Ramsgill have become overgrown, and are intruding into the road. Cath Lamb has volunteered to place notices at Heathfield. The postbox has been stolen, however the post office will be liable to replace, and have been informed by the shop.
Cllr A Challis drew attention to the local bus service, and possible reduction of future services. Cllr Lumley reported these concerns have already been drawn to the notice of Transdev. They are drawing up costings, to report back to Harrogate Borough Council. It is expected a response will be produced before the next Upper Nidderdale council meeting. As such council is to send a letter to Transdev mentioning the effect to the rural community, including children wanting to continue their education past 16, as thse in further education would have no route to the colleges etc

WAR MEMORIALS
A possible up to 75% grant is available, however we cannot be sure how much if that would be available for our memorials. It was decided Ramsgill application needs to be processed first, due to the poor condition of the memorial, hiwever this can only be done after receipt of updated quotes. Cllr R Watson is looking into this.

HIGHWAYS
A new system has been put into place for reporting work required. It is still in Beta testing, but is live. It involves coucillors being able to report direct to Highways.

PLAYGROUNDS REPORT
A verbal report was received from Cllr P Nethercoat. HBC still hasnt emptied bin in Lofthouse Playingfields. A large whole has appeared in the hedge, which needs repairing. Cllr S Ramsden reported that he would contact Cllr J Carter and Caretaker rearding this
