MINUTES OF PARISH COUNCIL MEETING
HELD ON Monday 21st June 2021 at Lofthouse Memorial Hall at 8.00pm

Full social distancing was maintained during the meeting

  1. PRESENT Cllr R. Watson, County Cllr S Lumley, Cllr D. Fothergill, Cllr. S Ramsden , Cllr A Sykes, Cllr M Wells, Cllr A. Challis and Clerk Mr Alan Bean

  5. MATTERS ARISING nothing to report

  6. COUNCILLORS REPORTS Reports for previous year by Chairman, District and County Cllr were given in the Annual Meeting. County Cllr S Lumley stated the restructure on the District and County councils is due to be decided by the end of July.

  7. FIRE STATION The fire station are now shadowing Harrogate Fire Staff again. The Fire station is awaiting a refit

  8. RIGHTS OF WAY Cllr A Challis has reported the damaged signs to AONB but has yet t get a reply. Along the path, leading to the Bridge at Lofthouse, new owners have fenced off their land at the side of the footpath. Although the council has been made aware of this, the council has not be officially informed. This means the are of land that is at the side of the river, where the swing over the river was, is no longer accessible.

  9. CCTV Nothing to report

  10. STREET LIGHTS Street lights are all working. Cllr S Ramsden has also been talking to Mr Ball, about the old street light which is parish council owned, and is getting it reconnected.

  11. TELEPHONE BOXES awaiting repaint

  12. RAMSGILL No issue to report

  13. PARKING NEAR RESVEOIR The council has been made aware of people using the parking are near the reservoir for camping, and even had reports of people paying for camping there. Although we cannot confirm the camping being paid fir, there are a lot of signs that the are is being used for camping. Locals have even emailed in photos of the damaged, and debris left by the camping. As the Parish Council has no ability to enforce anything in this matter, it has been forwarded to HBC and AONB to investigate.

  14. HIGHWAYS Gouthwaite wall still not repaired. Moor lane area is still suffering from 4×4’s and Satnavs sending people down the pathway. Recently one of the councillors had to explain to a large camper van, who was following the satnav, her camper van would not get down the path. She had to be explained in depth, as she initially believed the satnav over cal knowledge.

  15. PLAYGROUNDS REPORT Awaiting quote for repairs to slide, to fall in with requested improvement. This is not a requirement, so will depend on quotes.

  16. PARISH CARETAKER Nothing new to report.

  17. PLANNING APPLICATIONS 21/02161/FUL Erection of a single storey side extension. Bracken Ridge Farm Lofthouse

21/02008/FUL Installation of a package treatment plant. Corn Close Farm Pateley Bridge The council has no objection to either application

  1. COMMUTED SUMS Ongoing.

  2. MILLENIUM MARQUEE As per the Annual parish meeting, the marquee hasn’t been out for 2 years, and although someone interested, it currently has no paid bookings.

  3. PINFOLD nothing to report

  4. WEBSITE nothing to report

  5. DOG BINS The discussion on if dog bins would work in the area, left the council wondering if they were fitted, would anyone use them, and if they would be emptied. It was decided to bring the dog warden in, and see their opinion

  6. ACCOUNTS as listed below, It was agreed by the council, that the parish council is exempt from a limited assurance review, and the clerk should email the exemption certificate to PKF Littlejohn.

  8. CORRESPONDENCE A letter was received regarding the placing of a bench near Gouthwaite reservoir Cllr R Watson, working with Cllr S Ramsden would contact them about possible places to place a bench
